Every year, all units (packs, troops, crews, ships) are required to renew their affiliation with Scouting. Rechartering on time is critical. It is required for Journey to Excellence. It is required for units to continue registration without interruption. It is required to ensure Scouts are registered, critical for receiving rank advancement and other awards, and for insurance coverage.
A representative of each unit completes the paperwork for renewing a charter online. Through the process, chartered (sponsoring) organizations, youth member and adult leader information is updated as well as registration fees and Boys' Life subscriptions are collected/paid.
Whether this is your first time to be involved with recharter, or you are a seasoned volunteer, you need to review how recharter is done, please read your district instructions/check list before continuing. Doing so will help make the pointers to resources below more useful!
Each unit will receive a Re-Charter packet at a Orientation Meeting. Each packet contains: Instructions for the Re-Charter Process (including your access code), District Turn-In checklist,Adult Volunteer Application Turn-In Process, the NEW background check authorization form, the Transmittal report, the Annual Charter Agreement, the Journey to Excellence Worksheet & Order form, the Risk Management Award form, and the Unit Account Maintenance form.
The online re-charter process begins 60 days before your unit expires. Manatee District online rechartering begins on November 1st; Panther and Exploring Districts begin online rechartering begins December 1st; and Alligator and Two Rivers Districts begin on January 1st. Once you have completed your online recharter, you will submit your re-charter to the district leadership for final review, approval and signatures.
Recharter Update
- The new fees* are effective for all units rechartering beginning in August 2020.
- $66 for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts
- $42 for youth members in Exploring
- $42 for adult members
- $75 for unit charter fees
- $1 for SWFL Accident & Sickness Insurance (per member)
- A new adult application and background check authorization must be completed by all NEW adult members and submitted with the recharter. Your unit re-charter will not be processed without a new form for every leader.

*Pursuant to Florida State Law, SWFL Council will collect all bank fees incurred on returned checks plus a service charge of $25 if the face value does not exceed $50; $30 if the face value exceeds $50 but does not exceed $300; $40 if the face value exceeds $300; or 5 percent of the face value of the payment instrument, whichever is greater.
